Monitoring Support to the PATRIP Foundation

II.1.4) Kurze Beschreibung:
The consultant shall provide monitoring support in fragile states to the PATRIP Foundation, ensuring quality control and compliance with contract documents. Projects conducted in Afghanistan/Pakistan/Tajikistan include small to mid-scale social and economic infrastructure measures (on average around 600 000–1 200 000 EUR) to facilitate cross-border exchange, e.g. bridges and roads. Either local communities, local administrations or non-governmental organisations pre-select the projects to be financed in accordance with national and local development plans. Selection criteria include a potential positive impact on regional connectivity, cross-border and regional cooperation, social infrastructure, cost-efficiency and/or existence of current programmes. National and international NGOs implement projects who are able to operate in volatile environments, while taking into consideration local contributions.
Similar activities for West Africa are planned in the optional project.

General Monitoring support shall be provided by
Regular site visits to
(a) assess the technical and financial feasibility of proposed projects,
(b) render technical support to the Implementing Partners (IP) as well as to the PATRIP Foundation (PF) by recommending technical improvements to the project infrastructures,
(c) monitor and support IP during the preparation and implementation of projects regarding their compliance with the Environmental and Social Policy of the PF, including national E&S legislation, and
(d) monitor all further aspects of project implementation, including compliance with designs, work quality and workmanship.
Continuous support and follow-up on progress reporting, financial and technical aspects of the projects.
Regular monitoring of technical and financial project statuses and time schedules.
Monitoring the adherence by IP to the agreed social and environmental safeguards.
Systematic assessment and categorisation of all projects starting in 2020 according to the Environmental and Social Policy of the PF, including ensuring compliance with the Exclusion List set out therein and the exclusion of Category A Projects.
Review and approve the Environmental and Social Assessments (ESAs) prepared by IP to identify the appropriate Environmental and Social Management Plan (ESMPs) measures.
Review and monitor the development and implementation of project-specific ESMPs.
Strengthen the capacities of IP regarding the E&S Assessment execution and mitigation measures implementation, including Occupational Health and Safety (OHS) trainings.
Assistance in identifying and resolving challenges encountered by IP.
Reviewing and keeping track of Non-Objection Certificate (NOC) requests submitted by IP, along with comments and recommendations.
Participation in bid opening sessions.
Checking of NOC requests submitted by IP against Dow Jones sanction list.
Assistance to the PF in the updating of monitoring and reporting guidelines and standard programme documents and tools.
Reviewing of new project proposals and concepts presented by IP plus providing technical, financial and project implementation-related input during the preparation of all project documents.
Support of the PF during the preparation, implementation and ex-post evaluation of the annual PF international workshop with around seventy (70) participants in the region.
Assistance to the PF in preparing another Annual Local Partner Workshop with around thirty (30) participants in one of the 3 countries.
Participation in meetings and donor forums.
Technical Monitoring Support Tasks.
Planning, design and monitoring advice and reviews of all documents.
Advice and notifications regarding relevant environmental and social requirements and corresponding mitigation and management measures.
Assistance to IP during procurement processes, including tender evaluation and award of contracts.
Monitoring of the physical progress of works on site and provision of hands-on technical implementation advice to IP.
Conducting monitoring visits to project construction sites, including E&S audits, and submission of brief site visit reports in English based on an existing template.
Conducting theoretical and practical training for IP; assistance in social mobilising (West Africa option).
Supporting IP in preparing technical reports and review of reports submitted by IP.
Assisting PF in preparing technical manuals.
Financial Monitoring Support Tasks.
Checking of statements of expenditure (SOE) submitted by IP for compliance with the approved budgets.
Review of disbursement requests.
Account reviews and internal audits of IP – both scheduled account reviews and on a per need basis — to review the financial reporting and controlling systems.
Supporting IP in preparing financial reports and Requests for Disbursement according to agreed reporting standards.
Reporting and Deliverables.
Preparing of 4-monthly progress reports; other technical reports, site visit reports and final report.

Beschreibung der Optionen:
For the optional project in West Africa, similar tasks but a separate date of commencement and specific duration will be negotiated. For the sake of the financial proposal, a duration of 24 months has to be assumed.
