Technical Advisory service to selected ICs in the field of MRV - The contractor will be responsible for providing the following general technical services:\
- For each individual country assignment the contractor will closely coordinate with the Climate Change Office of each of the recipient countries, fine tune the MRV requirements, analyse country conditions and ambitions;\
\
- Raise awareness on the importance of MRV and NDCs in climate targets for the beneficiary country and stimulate the buy-in of the most relevant sectors (as mentioned above per country);\
\
- Promote and support consultations with heads of the relevant national administrative units as indicated by the responsible for Climate Change in the respective country, the private sector and key stakeholders of the civil society;\
\
- Develop capacity and training of local personnel in the identified sectors on data\
collection and management\
\
- Liaise with the country-specific Climate Change Office (or relevant department) on the delegation of a senior official in the department for an oversight of MRV so that ideally this senior official accompanies closely the work of the consultant whilst in country.\
\
- Set up a database system managed at the countries" Climate Change Offices or a dedicated space, to receive data and for its analysis. IT and computer hardware system will need to be made available by the countries" Climate Change offices.\
\
- Develop a user-friendly manual and data -sharing templates for data collectors to ensure data quality and credibility (cf. in this context the provisions mentioned under "Other Specific Requirements" here in the same chapter).\
\
- Provide institutional support to the Climate Change Office on setting up a regular MRV system in support of the national Climate Change Bill (where and if applicable), and the underlying Paris Agreement.\
\
- The Contractor will need to ensure that gender equality and social inclusion are considered at all stages of the assignment\
- Cooperate in an ex-post evaluation of the results of the assignment.
